Lack of Scuba options on Oasis of the Seas

I just booked a cruise for 2024 with Royal Caribbean and still no scuba excursions. Why do they still list the ports that have these supposed excursions? Other cruise lines have scuba excursions at these ports so it can't be covid related anymore.
