The Pan American pier is in dire need of massive updates and repairs.  The San Juan port authority and governmental agencies have had terrible in-fighting and have been unable to achieve the tasks at hand.  
The cruise lines are "demanding" a third party port management company to step in, and the cruise lines want a seat at the table. The cruise lines have even stipulated what management company they will work with.
