We have a sailing coming up in May. I was on hold for 3 hours before I got to somebody to help. I was hoping to cancel and rebook the same at the new lower rate. They wouldn't let me do it. They said I could cancel and wait a week to get the cert and then rebook. To answer your question though, the cert would have been for the full amount.
