Code on the Boat

Hello, I am new to the cruise. I am looking to get some OBC or rebate. Not like hotels and airline booking where prices can be compared online easily, cruise booking requires to have a call with travel agent. Is it normal to contact multiple travel agents and choose the best one and not respond to others?
