Does anyone know if you can request/pay for an upgrade to a suite (if any are empty) when boarding/checking in?

Does anyone have experience of shore excursions not organised directly with RCL or Can anyone recommend shore excursions in Japan from Quantum cruise. Ports: Shiminoseki, Kyoto, Niigata & Hakodate.
