Liberty is newer by 3 years (2007 vs. 2004) and belongs to a newer class of ships, the Freedom class.  Jewel is smaller, built to the original panamax standards so it could go through the Panama canal system before that canal was upgraded last year for bigger ships.  Jewel is part of the Radiance class of ships.  Both have received upgrades and refreshments over the years so age it kind of a moot point.

Better is subjective.  Liberty has new water slides, a flowrider and a Royal Promenade. At 156,000 gross tons compared to 90,000 gross tons Liberty is a good amount bigger but also carries more passengers.  Jewel carries almost half as many guests at full capacity which some claim makes for a better experience.  Jewel does have a water slide for children.

Jewel and her sisters were built with gas turbine engines making them more environmentally friendly.  Her smaller size lets her get into smaller ports of calls.  The aft facing cabins on Radiance class are some of the best in the fleet while Liberty has some new Panoramic Ocean View cabins that are forward facing and offer amazing views forward.

Liberty offers a Broadway style main theater show (Saturday Night Fever at the moment).  Jewel has great main theater original productions but not an official Broadway show. 

Both are great ships.

Liberty is newer. 

As to which is better, "better" is a subjective term. Liberty certainly has some features that Jewel does not (water slides, mini golf, Royal Promenade instead of a Centrum, etc). 

Some might argue the Jewel makes up for in intimacy and connection to the ocean what she lacks in whiz bang features.
