Hard to know.  The question in the subject and the question in the first post don't actually ask the same thing.

The minimum age to book a cruise is 21 (with some exceptions for married couples or military as noted above).
A 20 year old can definitely sail without a parent since they are an adult.

But if the poster is really asking "Can a 20 year old book a cruise and sail by themselves?" then the answer is no.

Well, not on Royal. Or Celebrity.

There are other lines, like Virgin, that allow it.
