3 night dining package question

Question I have a 3 night dining package that I want to use for Chops and Giovanni's (one will be repeated) as we have several special occasions happening on board. The ship also has a Johnny Rockets and I would like to dine there (probably earlier in the sailing, before all the other specialty dining is used) is it possible to dine there and have it charged to the room vs against the specialty dining? I would rather pay out of pocket for that venue then for the other more expensive venues

Absolutely. You have to book your places at the speciality restaurants after you board, and sooner rather than later to ensure you get the desired venues and times, so for all practical purposes your package will already have been used by the time you go to JR even if you haven't actually eaten all 3 meals. It is unlikely the staff at JR would expect you to use your package to dine there anyway and even if they did you would be able to resolve the matter by visiting guest services.
