Adults over 18 in Europe is it only Disney that requires the parents present for alcohol drinks?

Just reading on a disney forum that in Europe adults (18+) still need to get parental consent to drink and parents have to be at the bar with their adult children when ordering drinks.

Is this common across all cruise lines or just Disney?

I ask as my niece (19) had the drinks package on our med cruise last year on Royal. Never a question was asked and her mum didn't have to sign any waiver.

Not quite true as in the UK a person can legally drink alcohol at 16 however there are rules attached to this! 

if you're 16 or 17 and accompanied by an adult, you can drink (but not buy) beer, wine or cider with a meal. If you're 16 or under, you may be able to go to a pub (or premises primarily used to sell alcohol) if you're accompanied by an adult
