CENTRAL PARK BALCONY VS PROMENADE BALCONY

Central Park will be much more quiet overall. You will not be able to see the aqua shows, but you will be able to hear them. If you were able to watch the shows, you wouldn’t be paying for such a low price for the cabin! The cabins where you can watch the shows are quite expensive

I disagree.  We've had both and other than Promenade Party nights, a Promenade view room is significantly more quiet.  There were always noises / music / games coming from the pool deck when we had CPB.  If you are looking for peace and quiet Promenade is the choice, but if you really want a balcony experience CPB is the way to go.

Which location offers a quieter location?  Does one area offer a cool breeze?  Can the water shows be seen from the Central Park Balconies on the ships offering them?

I think what you are referring to is Boardwalk view balconies - those are at the back of the ship and offer views of the aqua show and the ocean.  The further to the back of the ship you go the better your view will be.  You will hear noise occasionally from people on the boardwalk and the sports deck but the views are worth it IMO.  They are usually marginally higher in cost than the CP balconies and cheaper than OV balconies.   Since they offer great views and nowhere near as expensive as the aqua theatre suites at the back of the ship I think they provide a good option.

There are no water views at all in the Central Park Balconies. The Promenade View rooms don't have balconies, just the windows. They are good if you want an interior room with some light. 

Boardwalk View Balcony rooms are actually pretty quiet with the door closed and you don't hear a ton of Boardwalk noise. But if you're on a ship with the Ultimate Abyss then no you won't really be able to see the Aquatheater show unless you're in one of the very back rooms (and even that could be slightly obstructed).

Central Park balconies WILL have noise during the day - the pool deck music will spill over, and when the band plays mid-day it's audible through the closed door (though very soft). At night, the Central Park balconies will either have complete quiet, or an acoustic guitarist that's very pleasant.
