It was all about guest areas. Retrofitting USB ports is not an easy task. Anything that involves electricity requires re-engineering power systems and that involves a lot more than just the physical port in the cabin. The only time I've seen USB added to a ship was for Empress in the Junior Suites where they installed new light fixtures at the bed that had a USB port on the wall mounted fixture.
