Do all RCL ships have a location for carry on luggage on embarkation day when cabins are inaccessible/still being cleaned?

how do you find out where to leave it?

My experience has been if you carry on luggage, it's with you until your room opens. But suites or Keys might have other options.

Anything you carry on is yours to carry. If you plan to carry on a lot and don't want to lug it through crowds, I'd advise choosing a check-in time closer to 1 as the rooms usually open around 1:30.

Otherwise, there is The Key but that may be a lot if you're only interested in the carry-on storage perk

A lot of folks use backpacks with swimsuits inside, then after a bite they hit the pool deck for a couple of hours while waiting for rooms to open.

Larger carry-ons are a bit of an inconvenience, and they make it difficult to eat at Windjammer or even ride the elevator.

Your question is a bit ambiguous.

Yes, there is a location where you can "drop off" luggage for the porters to load onto the ship.  Said luggage will be outside your stateroom and waiting for you.

No, there is no designated location on the ship where you can "drop off" luggage.

Not ambiguous at all, the OP was specifically asking about their carry on bags.
