(Going on Symphony) My advice is to be considerate to others. My son wore shorts when we lost our suitcase, no problem. Some men wear expensive designer shorts, no problem. But there are other venues that are casual, so the recommendation is always to pack something appropriate (as you would wear stateside for a nice restaurant).
