So confused about Covid testing cost

Found out today that if I check for travel only on Covid test, Walgreen will  bill my insurance company $100 for test.  United Healthcare will not pay for it.  However, if you check anything else on the form, it will be paid by the CARES Act so they do not bill the insurance company.  CVS said the same thing, but would even charge more if for travel only is checked.  Has anyone come across this?

I live in Canada but am a U.S. citizen. Three times I have crossed the border into New York and each time I have gotten a free COVID test from CVS that is needed to return to Canada. I do not have insurance in the U.S. and have marked "travel" as the reason for my testing each time.

Check "for travel" and tell the testing site you have no insurance to file.
