Halloween on cruise ship mask wearing

If dressing up on a cruise ship for Halloween, with a costume involving a face mask, shall the N95 be worn over or under costume mask?

If N95 is worn on top of costume mask, it will be easy to verify that protocols are being followed, but efficacy will be reduced.

If N95 is worn under costume mask the efficacy will be normal but potentially onerous in lifting costume mask to verify compliance with protocols.

Thoughts?

Asking for a friend.

Were I to be on a ship this Halloween I would be dressed as drunk (costume TBD) and to fulfill this character, actively drinking the entire night, making a N95 mask unnecessary per Royal Caribbean policy.
