They can't really. Crew visas don't allow them to get off the ship and stay on land so crew onboard are onboard regardless how many guests there are one week to the next. They are taking cabin attendants from closed sections and tasking them with cleaning duties elsewhere like constantly wiping down railings and cleaning tables in the WJ between guests. So when a cabin attendant isn't being a cabin attendant when his or her section is closed they find other things for them to do. As it was a UK cruise in October there were plenty of available loungers on the pool deck , the inside pool and solarium were busier but we always found a couple of loungers. This is a six night cruise to Florida and the Bahamas. Due to the cruise being short one day (she just came across the pond from the UK) we will visit Port Canaveral and CocoCay. I know that is past the mandate so maybe it will be full capacity? When I do a mock booking online there are only a few cabins available and the balconies are all sold out, so maybe they do this to get you to book a suite? Would love if anyone can chime in on that. The CSO really doesn't mandate capacity as Carnival has be sailing at 75% or higher since the restart. I think there are a lot of factors, such as protocols, testing requirements and demand. RCG set their own capacity restrictions and follows CDC guidelines. I don't think the vax mandate will be going away soon, so that is keeping capacity low as well. As far as bookings....people have been booking suites and balconies because they like them or for the points. While some might have book them as a precaution to being stuck in their room if a quarantine happens.
