Limited Capacity

How does the limited capacity work? For example, Symphony of the Seas was already supposed to be sailing Eastern/Western Caribbean sailings this summer, even before they announced the restart plan. Then they announced that Symphony would be part of the restart plan and the sailings that were available to book were Eastern/Western Caribbean sailings. However, there is currently limited capacity onboard Symphony. How did they do this even though the sailings were available to book before the restart plan was announced?

Given that some all of the upheaval over the past year and a half, there are plenty of reasons why people would cancel.  I don't think they are cancelling the reservations of people who are willing and able to cruise.  I agree that it would be interesting to see if they would if capacity were over a certain percentage.

With the media circus blaming the worst COVID-19 infections on cruise ships a lot of people have cancelled or will not book cruises at the moment. That is why you see 1,000 or less on ships that can carry 6 times that number. Only the faithful and knowledgeable cruisers have been willing to put their trust in the cruise line and sail. I can say that I have stayed on cruise ships and in large hotels/resorts and would rather spend my time on a ship for the cleanliness and care put on the ship. Crews are vaccinated, tested regularly and live in a controlled environment and I cannot honestly say that about the hotels I have stayed in recently.

They are still having hundreds of no-shows day of sailings, so reduced capacity it pretty much handling itself right now. In fact I think the cruiselines would happily take more passengers. Folks are canceling for the protocols, testing requirements, mask requirements, etc. Royal's letting people get refunds when the protocols are released so people are taking advantage of that if they aren't comfortable with sailing.

With ‘Cruise with Confidence’…guests can cancel up to 48hrs before sail date without any reason and receive a future cruise credit. I believe refunds can be obtained if guests cancel when new protocols for their sailing are issued. This is fair because the circumstances of the sailing have been changed since the booking was made.

Depends on why they are no-shows. Port fees and taxes will always get refunded. If they tested positive for COVID within 14 days of sailing they can get a refund. As stated you can cancel up to 48 hours prior for an FCC. I'm sure with the timeliness of processing cancellations that we see across the board, some of those cancellations still make it on the passenger manifest.

I cancelled our Sept. 5th Oasis from NJ sailing several weeks prior to sail date due to protocols (we're not vaccinated) and Royal continued sending emails/notifications as if we were checked in and sailing. So I guess we may have been considered a "no-show", but my TA assured me we were officially cancelled. It was strange (and sad for us) to keep getting these communications day after day knowing we were cancelled and not cruising. Our expectation is a refund as this cruise, and our next three, were all scheduled prior to current protocols. My TA says Royal has been "very understanding" regarding refunds due to protocols so we shall see, I guess. No $$ has shown up yet.

This is my exact experience with our cancelled 9-13, 9-17 and 9-20 Mariner cruises.  We cancelled a number of weeks ago (also unvaccinated) and were assured that we would get a refund but we keep getting emails about health questionnaires and notices that we are checked in and ready to sail, etc. !  Normally I know exactly when my cruise is officially cancelled b/c I will get a notification of cancellation of cruise planner purchases (UDP, DBP, etc.) but I haven't gotten any such CP cancellation notifications yet and 2 of these 3 have already sailed.  I guess they are desperately holding onto our money as long as they possibly can.  

Interestingly enough, I also have 2 other cruises similarly cancelled (10-3 and 10-10 Allure) and both of those cruises have been completely refunded already.  The 3 Mariner cruises were upgraded casino comps so that might be the difference.
