Right now no EU or UK citizens can enter the US ( there are a exceptions but cruising isnt one of them) 

Would be ok for US travelers if whatever quarantine regulations are in place at time of travel are acceptable to those who wish to cruise.

Actually it is not a ban on "citizens". the ban is based on location.  According to the CDC, people cannot enter the USA if they have been in any of their list of countries within the last 14 days.  https://www.cdc.gov/coronavirus/2019-ncov/travelers/from-other-countries.html

Hence, my thought of skipping Malaga and going driectly from Barcelona on October 31st, which would technically mean that by the time we reach Florida on November 14th, we have not been in any banned country within the last 14 days!

US citizens and green card holders are allowed to enter regardless. My son is a green card holder and has been back and forth between the USA and Portugal several times since the measure was enacted. There are various other exemptions too.
