Assuming you're referring to a port of call (rather than port of embarkation), the all aboard time is usually thirty minutes before what has been published on the itinerary, but these things can change.  The all aboard time appears in the day's Cruise Compass, will be mentioned by the cruise director the evening before and the day of, and is posted on a sign somewhere as you walk off the ship in that port.  Personally, I make it a goal to always arrive one hour before this, just in case.  Cabs get flat tires, traffic jams occurr, etc.
