The default is non-refundable so you have to request refundable or be careful to select the refundable check box as you go through the booking process on their website.     

Most suites require non-refundable deposits.

Refundable deposit rates are typically a higher cost.

It can vary by region so make no assumptions if you are not in the U.S.

Per current NA rules (I think they also apply to the UK but I could be wrong), if you book a cruise with a non-refundable deposit and cancel that cruise under the parameters of Cruise With Confidence, you would get a Future Cruise Credit (FCC) for the amount of your deposit.  If you booked a refundable deposit, you would be eligible for a full cash refund or 125% FCC.
