FCC and deposit for new cruise booking

Our Sept 13th cruise was cancelled and we want to try again in Jan 2021. We haven’t received our FCC and will probably be a bit still, I have read some places that Royal will let you or travel agent put a hold on a booking until the credits come then use the credits towards the cruise without having to put down a $500 deposit. Is this at all true or have the rules changed?

As far as I know, this is still permitted

This originated here, but I'm not sure if it was extended beyond May 31.
