I bring my vape in my carry on all the time both at the cruise terminals and at airports. Many times, it is in my pocket and I just put it in the tray with my cell phone. They don't care as long as it has legal vape juice (no THC or other shady vape juices with illegal drugs). In fact, the ones that are powered by lithium batteries should never be packed in checked luggage because the batteries are known to cause fires. Some countries, such as Mexico, have strict smoking / vaping laws, so I just leave it on board in those ports. Onboard, you can vape in the smoking section by the pool or in the casino.
