How does the onboard account work....?

I was watching Morgan' on 'very offical travel guide', and he  was in an Anthem cabin and showed on the television, his running tab/ bill on his account, and how it worked.   He had a couple 'withdraws', where he said he took cash money out to use in ports or the casino.    I am a little confused about what he meant here?   I assume that when you get onboard, you either have a credit card as your payment for your online acct.  or you go give them money to put on your acct?   How does this work, and how / why would he be withdrawing money from his acct. kinda like an ATM?   Just trying to understand how it works ...

You can definitely withdraw at the casino for a fee. If you don't have cash on hand for chips, you give your seapass card to the dealer or floor manager and they will withdraw the amount you want in chips. You should be able to also get chips using your seapass card at the casino cashier. 

I have taken cash out at Guest Services when I was in Europe for Euros when we ran out of $ to exchange at the ports.

So in the end one can pay off the bill with a credit card, and any "sea pass cash" he got at a 5% fee from Royal is included.  Also, some folks also take out cash against refundable on-board credit, such as when they have traveled often enough to have purchased every $10 gift on the ship....?  Again, you pay the casino the 5%, but you have $$ rather than merchandise or souvenir drink glasses.

Yes, all kidding aside, some folks have a lot of OBC from booking on the ship, or from their agent, etc.  On every cruise we've taken, Royal also wants a credit card or a cash deposit.  If you wanted to put down cash, I don't know how much they'd want.  I once thought I had "settled" my bill automatically with my credit card on file, but I found out on departure day they hadn't processed my card.  So I needed to make a trip to Guest Services before disembarking.   The give away was the bill I got from the stateroom attendant at 6 AM which directed me to Guest Services.

Does guest service charge a fee for withdrawal?

I'm not sure how it works for loading money into your (or your brother's) account pre-cruise, but if you both booked with a travel agent, I'd recommend seeing if the TA can arrange that.  Or early in the cruise, sneak off to customer service with some cash and ask them to apply it to your brother's acct.

To use as an onboard credit, the gift certificate must be redeemed 10 business days prior to the sail date. If reservation is paid in full, then the gift certificate can not be used as payment towards a cruise vacation. If final payment has already been made, then the gift certificate can be applied as an onboard credit as long as it is applied 10 business days prior the sail date. Travel Agents should call Royal Caribbean International at (800) 722-5970 and reference the Royal Caribbean International Gift Certificate.

You will need to know your brother's reservation number to redeem a certificate to his onboard account.

Don’t mess with the gift certificates, it just adds extra unnecessary complicated steps.  Call Royal, and tell them you want to pre purchase OBC; as long as you have the reservation number they will simply take your CC number and add the credit to the folio.

I believe it's 300 for shorter cruises of up to 5 or 6 nights and 500 for longer ones. On our last two, which were 11 and 9 nights, it was definitely 500. And they don't even ask you for the money beforehand! However, you do get daily reminders about not overshooting your limit on pain of having your account frozen!
