They try and control the crowds with suggested boarding times, but you can show up any time you want to. 10:30-11:00 is optimum, usually. Times are handed out just to thin out the crowds so to speak. Last cruise we got to the terminal about 10:30 and were on board shortly after 11, with just general boarding. Royal does not enforce boarding times ever. Nothing like getting on board and making various reservations and checking on MDR table. Eating lunch by noon before the crowds arrive.
