The meaning of 30% is sometimes debated, but it is likely a discount from the onboard price. What you need to do is look at the $$ per day and see if it is reasonable. If so, buy it knowing you can cancel it later or re-book if the price drops. If you are going to purchase wifi, note that there are some combination packages available. If you are overseas, there may be a value added tax. If you prefer espresso drinks, consider the coffee card instead. It runs (for me) about $31 for 15 drinks, plus gratuities.
