RC should encourage drinking milk shakes as they will fill you up like a meal and prevent you from having too much of the more expensive food or alcohol! There is no change in the policy and milk shakes are still included, provided you pay the cover charge to dine there. Unfortunately, some crew members are misinformed. The restaurant staff stated you pay for shakes regardless of eating there or not, regardless of drink package or not. This was a few weeks ago. The drink package verbiage in the cruise planner made no mention of JR shakes. Another example of inconsistency across the fleet. I’m not sure that matters because I am not going to spend my cruise arguing on the ship over a milkshake if they tell us no.
