    Someone in my travel party will be travelling with their birth certificate because they do not have a passport. He recently had to get a copy of the birth certificate from the Vital Records in NYS because he had misplaced it. However, I have been hearing that the copy must have a raised seal but the copy he received does not. However, it does have multiply security features such as watermarks. Has any cruised before on a birth certificate without a seal?
