Royal Couple

Can any one let me know if you book a cruise only hoilday with royal caribbean and buy your own flights separately Then can RC package them together for a price

we have recently been on a 23 night cruise 2xB2 a 9 +7+7 nights on the voyager of the seas, commencing 15th April we was'nt informed it was a back 2 back just a 23 night cruise. After the first 8 days all people staying on was to attend a covid test, and the same 7 days later for people staying for the third cruise, unfortunatly after the first test quite a few guests mainly women ? tested postive and had to be split up from there families and placed into quarantine. We had the choice to stay on we we didn't as my husband came postive 3 days after we came home. We was puzzled to why it was mainly women, the royal carribbean got us flights home WITHOUT LUGGAGE ALLOWANCE which cost us extra at the airport so not a happy bunny Now waiting for a full refund like they said but whether it is the amount we paid is another thing.
