We used it in 2022, was very convenient. Pre-booked here: https://cruiseseattleparking.com/#/home There was a shuttle service from the parking to the ship and back.

As a local I advise you to take a later flight. We cruised on Rhapsody in October and we were delayed getting off the ship because they had staffing issues with border control. I think we disembarked around 9:30. Also, due to the temporary terminal in Haifa, the process is longer even without the delay we had.

If you'll be staying in Tel Aviv you can take the train from Tel Aviv to ‘Center-HaShmona’ station in Haifa. Depending on where you are staying in Tel Aviv you might need a taxi to the train station. It’s about an hour journey to Haifa. When you get off the train turn left and continue on a pedestrian crossing bridge where there’s a lift directly to the cruise terminal.
