That exactly what's going to happen...it a setup. The CDC is being used, to extort the the cruise lines. They(CDC) will appear to bend to pressure or just being Fair & Just, by allowing cruise lines to sail...probably beginning anywhere between August & September, even as early as mid-July. Then when the "Variant" become more prevalent in the US, given how the media is already playing its role, in preparing the US citizens for the coming "4th Wave"...as soon as a single passenger is reported as having or infected with the "Variant"; the CDC will then be justified to reinstate the dreaded "NO-Sail Order"; and, proclaim, "See, I Told You So!"....your measures(which is their measures) don't work, even with fully vaccinated passengers...whom we are reminded, can still get a mutated strain of the virus & spread it, why the strong suggestion for vaccinated people still should comply & don a mask. There is no intention for the government to allow cruising until they get(extort) what they want....tax revenue from foreign cruise lines. They don't care about percentage of U.S Steel, built at U.S. shipyard, or non of that...they want access to another tax revenue stream; whether it's against standing U.S Law or not. Welcome to the New "Topsy-Turvy" World. I truly sense some cruise lines are going to go bankrupt & disappear, if they don't comply. <smh>

Navigator is a good ship to start market test runs for the West Coast. It the right size capacity & amenities for that market; and, hopefully it does well & become a more permanent fixture, for the West. Maybe, at some future time, a private resort become a consideration.

I have heard similar sentiments discussing market size, year round for Hawaii. Very plausible given the sheer cost of flagging a ship there as a home port. Hawaii is such positioned in no-mans land...no reasonable sailings from many ports w/o investing huge numbers of days, no close foreign port to satify the passengers act, and obviously the lack of variety on a regular basis. Such a shame; but, it is what it is....i loved cruising there when Pride of Aloha(now Norwegian Sky) was there.

Royal seem to be adopting "Freestyle Dining" like on NCL.
They still inact some minimal dress code...no flip-flops, no tank tops or muscle shirts, no night-time attire(pajamas), no caps or head gear, etc. Dress shirt with khaki shorts is ok.

To answer your question....Politics & Extortion. Reporting as a whole(cases, death rates, severity) has all been hugely manipulated, "mostly" for political reasoning from both sides. Numbers been reported are highly suspect, because of the method of the reporting...as @PattiHere has shared, which is a mere microcosm of what's happening in every region or state across the country. There has been a number of reports questioning the validity of the method, of information being release to the public, in order to highlight, highly inflated numbers...to what gain. The numbers has never justified wrecking an already tenuous economy. As far as the CDC apparent bias against the cruise industry....well, I suspect a case of extortion. At some point, if these cruise lines wish to operates in the United States, its largest customer by far, they are going to have to flag some ships, pay into the system, & hire American workers(which is so ironic given "Guess Worker Program")...something the industry has refuse to do, for a long time...are now being "pressured" to decide what direction to take. Drip drip drip them to death.
