The reason to do one-way car rentals should be because you want a car to get around to go somewhere beyond airport, hotel, and cruise terminal. That or you got a heck of a good deal.
First thing to do is use the Lyft fare estimator to figure out roughly what that would cost you. Open the lyft app and use the addresses of each to figure it out.
The ideal scenario with a car rental is you'll go see a tourist site, go out to dinner somewhere, or otherwise utilize the car. This is especially helpful if you're flying in early and have a day to spend in the area.

The surface lot at Terminal 18 is fantastic. Tampa's valet parking arguably even better, but for a big ship terminal, it doesn't get better than T18 for self parking.

It doesn't matter. The advertised promos are just window dressing, and the actual price you pay is what to pay attention to.
Meaning, the advertised discount can be ignored. Periodically check if the bottom line price has actually changed.

Yes, I've done it many times.
There's no penalty, but Royal no longer gives you double Crown and Anchor points if you cruise solo with a no-show.

Probably, but again, you're breaking the rules. They have cameras, bar supervisors, etc.
